PUBLIC NOTICE INVITATION FOR PREQUALIFICATION OF ELECTRICAL SUB-CONTRACTORS WASTEWATER TREATMENT FACILITY - AERATION SYSTEM UPGRADE PROJECT The aeration upgrade project will include replacement of mechanical surface aerators in the aeration basins with a new fine bubble aeration system and upgrade of the process configuration. A separate prequalification process is also being carried out for general contractors. A significant portion of the project is upgrading the electrical distribution system to the southern half of the facility powering the aeration system, secondary clarifiers and effluent disinfection. The main components of the electrical upgrade include: replacement of the 4160 VAC switch gear in the main electrical distribution center in the Operations Building, 4160 VAC conductor replacement, relocation of the existing dual 4160 to 480 transformers to provide temporary power until new dual transformers are installed, installation of new 480 VAC duct banks between the new transformers and the new electric room, installation of a new 480 VAC switchgear, new motor control centers (MCCs) and VFDs in the electric room of the new Blower Building, removal of existing MCCs from the Pipe Tunnel, and repowering all of the equipment associated with the MCCs that will be relocated and installation of conduit and wire feeds throughout the complete extent of the facility. The estimated construction cost for the whole project is $17,000,000, and the estimate for the electrical portion is $3,000,000. Construction duration is 820 calendar days. PREQUALIFICATION Electrical subcontractors with extensive experience in wastewater treatment projects of a similar size and scope are invited to submit prequalification packages for bidding on the City of Manchester's Wastewater Treatment Facility Aeration System Upgrade Project. PUBLIC NOTICE INVITATION FOR PREQUALIFICATION OF GENERAL CONTRACTORS WASTEWATER TREATMENT FACILITY - AERATION SYSTEM UPGRADE PROJECT The aeration upgrade project will include replacement of mechanical surface aerators in the aeration basins with a new fine bubble aeration system and upgrade of the treatment process configuration to a Variation of the Modified Johannesburg (VMJ) process. The modification consists of converting two parallel aeration trains of six tanks in series to four parallel trains of three tanks in series. The first tank of each train will be divided with concrete walls to form an anoxic zone and three anaerobic selector zones. The first anoxic/anaerobic tank will be followed by two aerated tanks in each train. Major components of the project include: a new 35' x 92' Blower Building with an attached 21' x 34' electrical room, aeration blowers, fine bubble diffusers air distribution system, new return activated sludge (RAS) pumps, RAS sludge piping and valve modifications, a new secondary bypass structure with 48" bypass pipe extension, and various other upgrades and modifications to ancillary systems. A key portion of the project is upgrading the electrical distribution system associated with the secondary system which will include two new transformers, feeder conduits and a new switch gear for the southern half of the facility. Because of the magnitude of the electrical work, electrical subcontractors will also be prequalified as part of a separate prequalification process. The project also includes upgrades to the Operations Building odor control mist scrubber vessels, final effluent sampling pumps and piping, a new incinerator ash slurry discharge piping system, and various instrumentation and HVAC upgrades at the facility. The estimated construction cost is $17,000,000 and construction duration is 820 calendar days. PUBLIC NOTICE NOTIFICATION OF AQUATIC TREATMENT Hopkinton Flood Control Area - Hopkinton, NH Aquatic Control Technology, 11 John Road, Sutton, MA 01590, Telephone (508) 865-1000, has been contracted by the Army Corp of Engineers to chemically treat portions of the Hopkinton Flood Control Area in Hopkinton for control of non-native milfoil. Portions will be treated with the USEPA/State registered herbicide Clean Amine (liquid 2,4-D) herbicide, EPA Registration Number 34704-120 on or about Monday, June 3, 2013, in accordance with Special Permit SP-064 issued by the NH Division of Pesticide Control. The following temporary water use restrictions will be imposed on the day of treatment: § No swimming for 24 hours following treatment, within 200 feet of treated areas. § Do not use this water for drinking, irrigation or for mixing sprays for agricultural or ornamental plants until further notice. Some irrigation restrictions may be relaxed, as per the pesticide label, at the discretion of the applicator. These restrictions apply to all intakes within 1,200 feet of the treatment area, and to all wells within 50 feet of the treatment area.
